The one search hit I get is paintedfigs.com Its in Sri Lanka and the prices look low (but I haven't factored in the shipping costs.

I have jobs out to three painting services:
The first is a person I bumped into via kickstarter. She charges $10/hr. Individual characters tend to be 3 hours. Ie a lot of Bones that I've sent her. I've gotten one large batch from her and started on another.
Another is Golem (one of the big UK painting places, mainly for Warhammer 40k.etc) sent them a ton of undead from Kings of War with a few Bones thrown in. -- but these are almost all "squad" rather than individuals. So while the price per mini is slightly lower all the savings is basically gone do to shipping.
My final set is at figurepainters.com , US based, similar pricing structure and options as Golem. He has be complete set of Descent v1 and the prices seem the most reasonable, don't have any examples yet to compare.

I you have hundreds of minis, go for a third world country. Nothing can beat low hourly wages for cheap painting services. These guys have been in business for about 20 years:

Here are some pictures from the professional full-time painter I use in NYC. He charges;

$3-5 US dollars for tiny figures or dungeon items like candelabras
$7-$10 for 25mm medium size figures
$15-$20 for large figures
$20-$25 for uge

Secondly, he always returns email within a few minutes to hours. He's never been late when estimating a finish date. He's currently painted about 50 minis for me, and has about a lot more to go. Lastly, he triple coats each mini with a matt finish to ensure the paint job lasts for many years.

NOTE: My camera's flash "white-washed" a little of the minis coloring to make the colors looked more bleached. The next posting has better pictures with better lighting.

I looked in to the foreign services (Fernando Enterprises) and found the quality wasn't as good as Igor's, plus the shipping costs was expensive. Igor's cost to mail 20-30 minis is $10 USPS Priority Mail.

NOTE: The pictures I took really don't do justice to his quality of painting. I would recommend having him send his photos of my minis to you to better understand the quality of his painting. He also sends photos of every mini to you before he sends the minis.

monkplayer, your painter looks reasonable. I'll keep him in mind for large boss figures!
