When I use miniatures I'm usually playing a D&D-like dungeon crawl. In which case my miniatures are no different than tokens. I've used bottle caps for bad guys, beer bottles for pillars, and dice for players. Although 15mm is pretty small, and some miniatures exceed 28mm, both can still be worth purchasing if they look like they would be fun to play with.

15mm is wayyyy too small. Furthermore, most are meant to be mounted on bases, and store-bought bases aren't cheap, either.

Are you going to paint them? If not, will cardboard mini's work for you? You can easily find cardboard miniatures on the net, although I'm having trouble finding 3D miniatures that aren't terrain. DriveThruRPG has some samplers:

But with KickStarter projects pumping out miniatures by the hundreds, you can easily get 150+ mini's for $100 (eg. MYTH, Zombicide 2, Reaper). More importantly, you should be able to find miniatures painters (like myself!) who are willing to trade miniatures they no longer have the time for since they're getting boatloads of these new mini's. I use both 25mm and 28mm figures and monsters...the difference is not much, especially where monsters are concerned....15mm might seem small...like was said, the stones would be more like blocks which is Ok but doors and accessories might be out of place...like you have drank a shrinking potion...
