I'm looking at setting up in a small corner of my townhouse's utility room, or possibly in a small closet upstairs.

Would a rolling cart work? You could attach the lamp and any vices or clamps you want, and the whole thing would roll into a corner or a closet when you are done. Maybe you could make a cover to go over it when you have company.

Yes, but the best way to learn the 2 basic techniquess is to start with skeletons. Once you tried and master both , you can apply thoses skills with anything

I can't recommend painting outside since this would mean you couldn't do it in winter. If you use a Paint Station from GW you could actually do it anywhere you like, even putting it on your legs while sitting. The Paint Station is designed such, that you can remove it quite easily if you need the space for something else.
I recommend you choose a place to paint where you can sit with your back mostly straight and not hunch-backed.

I thought I read a thread in this forum about embedding tiny magnets in the arms, legs, or weapon of a mini to be able to change each type based on a scenario...is this practical for plastic/metal minis or, just simply, practical at all?

Little magnets to switch weapons on minis can both be done with plastic and metal minis, although it is much easier on plastic. Most of the time, I would recommend the use of a Dremel to imbed the magnet in the mini. But, in my opinion, I would recommend to start such an endeavor only on the most unique and/or expensive and/or complex of minis... not some nameless skeletons.
