Kinda lowbrow, but Safari (makers of a wide selection of nice, detailed kids' toy creatures, including some excellent dragons that would be gargantuan / colossal in 28mm) has a variety of "creature toobs" which are tubes holding 8 or so small plastic critters, generally pretty nicely sculpted and painted, and more or less 28mm "large." Their "venomous creatures toob" has a nice scorpion, tarantula, and centipede in it. (Also a cobra, sea snake, stingray, cane toad, and a big honkin' Komodo dragon that I'm planning to unleash on my PCs next time they wander into a jungle.) You can find these "toobs" for around $10 online.

That's funny Elye, I was just looking at the Mythical Realms line on Amazon two night's ago and noticed a cool Griffin and Chimera .... I think this line has been discontinued though.

Safari, Schleich, and Papo seem to be the big three for plastic animals, but it is always worth checking local toy, craft, and learning stores for plastic bugs. I've found some really nice stuff that way, but scale is usually hit or miss.

If you find something good, don't throw the packaging away until you've posted your find here somewhere. I have a trio of fantastic bumblebees that I couldn't place to save my life.

They have these "charm" minis. They sell them in sets at Hobby Lobby and singles from Hobby Town USA. Some of them are good for 25-28mm scale. Michael's sometimes has nice dragons from Safari and the aforementioned chimera and griffon which are quite affordable with a 50% off coupon.

The chimera and griffon would really only work as dire beasts at the desired scale, but the dragons are a nice size IMO. The paint jobs are hit or miss. Some models look great, others would need to be touched up all the way to completely repainted.

My players rue the day I bought "Dragon Mountain". Ever since they give every creature a bit more respect. You never know when the GM will decide that this group is crafty...
